Is that really the rule?

If I to understand it correctly and going by what happened to David Laws – according to parliamentary rules – if a person lives in rented accommodations they can have an intimate relationship with any person except their landlord and /or their flat/house mate!? Plus, who defines a relationship, the rules or the the people in the relationship?

Please do feel free to correct me if I am wrong, because I am unclear on the rule!
